Can you no longer get the discount without having to be a new customer / eligible for an upgrade? If so, that sucks.

Not necessarily but -- it is difficult.

SO, is this discount still in effect?

I find myself heading back to school this fall, and I am already on an old $39.99 fair and flexible plan, but my current phone is garbage.  They won't let me get anything other than a flip phone on my current plan, and are basically forcing me to upgrade if I want a phone with any sort of features.  And I don't really want to DOUBLE my phone bill, so I am looking for discounts.

Would this 23% discount be applicable to say, a sprint everything plus referral plan?  I have been month to month since 2008 and have also been eligible for an upgrade since that time as well.  thanks!

The 23% discount depends on your school and student/employee status.  If you dont want your rate to double (even with the 23% discount your rate would go up to 63 + taxes and fees on the cheapest sprint plan).  I would look to t-mobile.  they have the best rates going.
